A new strategic analysis from the Future of India Foundation examines the gap between India’s global AI ambitions and its fragmented domestic governance. As the outgoing chair of the Global Partnership on AI (GPAI), India seeks to represent the Global South in shaping global norms, yet it remains the only major AI power without a Cabinet-endorsed national strategy or structured Parliamentary oversight. The report connects AI governance to India’s broader democratic institutions, assesses gaps between international leadership ambitions and domestic deficits in R&D, talent, and regulatory architecture, and centers societal impacts, particularly employment, in a labour-surplus, majority-youth context. It argues that credible global leadership must rest on democratic legitimacy at home, and advances four priorities: a national AI strategy, a Parliamentary Standing Committee on AI, a national employment impact strategy, and stronger alignment between global leadership and domestic readiness. Parliament on Youth Employment analyses over 60,000 parliamentary questions from the 17th Lok Sabha to assess how elected representatives engaged with the issue of youth employment. The report highlights patterns of attention and gaps, tracks emerging trends like gig work and artificial intelligence, and identifies possibilities for bipartisan action. It offers a first-of-its-kind, data-driven lens on how Parliament reflects—or falters in reflecting—the aspirations of India’s young citizens.
